Time wasting at restarts

Referees in England
I was coaching today and observed the following scenario. I'd like to know how others would manage it. And whether my approach would be considered reasonable. U14s.

Yellow score a try. Blue team goes into a huddle with coaches behind the posts. After Yellow's conversion attempt Yellow are waiting to receive the restart kick. Blue huddle continues for what seems to be an age. Then Blue saunters back and the eventually restart.

What I would have done.: warn Blue to restart quickly otherwise FK at half way line to Yellow. If they didn't oblige quickly I would have awarded the FK with no further warning. And told the Blue coach to get off the pitch.

What actually happened was ref waited patiently for Blue to finish their conference and restart.

Thoughts?

Happened throughout the match. After each try. Match ended 6 tries to 2 to Yellow. HT was 2-1 to Yellow. Tries were distributed pretty evenly throughout the match. Match itself was pretty even in my opinion. Yellow just better at actually finishing. Scoreline doesn't reflect the abilities of the teams.

Oh, and kick off was delayed by 15 mins because Blue "wasn't ready". They were on the pitch for the warm up at the agreed time.

So they werent using up time because they were winning ? They were using up time because they didn't like the pasting they were getting ?

I wouldnt be too worried about that , tbh, have a little sympathy

Don't penalise the players for their coaches' actions. Either, don't worry about it, or: First time, put time off from when you get to the centre until they approach for the re-start kick. Advise the captain that his team is expected to move back to the centre directly after the kick at goal. If it happens a second time (likely, unless a great captain), Advise the coaches that it is a privelege that they may talk to the team during a conversion kick, but that the team must return to the centre drectly after. After a third occasion, Tell the coaches that they have lost that privelege, so they are to stay at the side of the pitch/in their Technical Zone, until the end of each half. If it happens again, Penalise.with a FK, for which the other team do not have to wait to take.

I bet they come onto the pitch at every opportunity too!

Seems to me the referee was probably fairly laid back and just trying to facilitate a game. Unless they are intentionally wasting time to gain an unfair advantage I would be fairly lenient with 13 year old children.

I sort of agree but it is not the behaviour of the children that is being called into question but their coaches.

I'm with @chbg here the discussion with the coach is the key to change and management effect.

Perhaps the early disregard and lack of respect for the KO time is a marker that should have been addressed.

For 15s, there is no hard and fast deadline for taking the re-start.

I'd have a word with the captain - even at age grade, I want to go through the captain first.
