Is this a tackle, considering the requirements for a tackle, 14.3

14.1For a tackle to occur, the ball-carrier is held and brought to ground by one or more opponents.

14.2Being brought to ground means that the ball-carrier is lying, sitting or has at least one knee on the ground or on another player who is on the ground.

assuming you mean the attempt on the winger I'd say not held and brought to ground.
 
Not held was my view based on the law 14-3. Being held means that a tackler must continue holding the ball-carrier until the ball-carrier is on the ground. The on-field decision was made by a novice referee who did a first Plate final. In my view, as a CMO, the referee made that decision and communicated well.
