Shepherding ball inside 10m on restart

7s game - part of a non-qualifier event, just getting teams some reps and experience.

Red kicks off. It’s high and short of the 10m. Where it’s about to land, a red player attempts to shepherd the ball across the 10, and blocks the direct running line of a Blue player trying to get to it.

Blue player is able to get around the Red player and play the ball, but I awarded the FK for not 10m due to the actions of the Red player.

Thinking back, I’m not sure if it’s even worthy of a whistle, or whether it could be a penalty under 9.4, as clearly Red was trying to ensure it went 10m.

Possibly you are overthinking the scenario. I doubt either team thought about it at all.

I don't follow - if blue played it, why award the FK? Either 12.7 or (advantage for) 9.4 apply, no?
 
Did the ball cross the 10 m Line ? If so you either play on or deal with red under 9.4.

If Blue played the ball the short of the 10 it is play on. (possible advantage with 9.4 in your pocket.

I think I'd just play on as Decorily says Fast game Red probably knows he can't touch it until it crossed the 10m line, so is just readying himself to pick it up as soon as it does.

If Blue got clean ball, I’d have played on - in 8 games, 3 tries were scored directly from a receiver catching a not-10 KO and running it back.

In this case, the red player trying to shepherd the ball was on blue immediately. In my mind, I didn’t want to reward red’s negative play.
 
If red was onside at kick off, in my mind he can stand wherever he wants as long as he is looking at the ball and waiting for it to cross the 10m line, not moving into blues running lane by changing direction it’s play on for me. I don’t consider red to be negative. If blue cock it up, that’s their problem, play on for me
