Props binding

That seems altogether reasonable.

If we assume that this law is there for a safety reason, and we observe the scenario where both props involved state they are happy with that setup - do we just accept that two consenting adults have made an informed decision or do you enforce the law for putting the players around them at risk?

Personally, player safety ranks above the rights of two consenting adults to engage in risky behaviour, until they're off the pitch. What goes on then is entirely their business...
 
And in reflecting on some of the recent rabbit hole discussions, I would be content to allow props to compete a little, as competition is fundamental to the game. Whereas squid feeding and squint line outs remove that competition but for some bizarre reason are classed as immaterial.
