*Not* Respecting the kicker

Not my game, but comes from a match report within my union.

Visiting side scores a try at the death to level the score. First conversion attempt, an opposing player yells during the charge. Referee calls a re-kick, no charge down allowed.

During the second attempt, a home supporter shouts while the kicker was mid-swing.

Referee let the kick stand, which I think is correct following the letter of the law, but not the spirit.
 
Was it a successful kick on second attempt?
No, the match ended in a draw.

not much you can do if a spectator calls out. How is the ref to know with any accuracy which side the spectator supported?
Immediately afterwards, the home side’s coach told the spectator to knock it off, and a visiting assistant coach tried to chase down said spectator.
 
The world is filled with arseholes, you never know when you'll meet them, you never know what to do about them, and you never know when if you'll become one.
They seem to collect at sporting events in Merica
 
Potential flash points. Deal with as you see fit. Of course the ref could think it came from the players and allow a retake. Then we have an issue.

I suppose it's a cultural difference. In Australia it's normal for spectators at all levels to shout at the opposition kicker and try to put them off
 
Similar attempted conversion story was just reported from a match in my society. And the ref definitely handled it incorrectly on the day.

Ball is placed on the tee, and the kicker starts to back away (doesn't set) instantly at the movement away form the tee, a defender runs up to challenge and the kick goes wide. The ref correctly admonishes the challenger directs the challenger not to charge the second attempt and then allows a second attempt. The challenger (same player) repeats the demonstrably early challenge on the second attempted conversion as well and again the ball goes wide. The referee gave 2 points for the conversion (which I have taken him to task for).

My suggested remedy for this (should somebody be foolish enough to do it again) would be allowing a third attempt at a conversion and awarding a PK (for intentionally repeated infringements) for the restart. Had the third attempt been similarly thwarted, the challenger could then observe a 4th attempt from the comfort of the sin bin and a restart PK to the kicking team.

Thoughts?
 
Obviously awarding two points is wrong but on the second charge, I would think a yellow card would be justified and a penalty restart for infringement after the try has been scored
My default on the subject of escalation is normally: admonish, penalize, then card...but when dealing with such mindless (insert expletive here) stupidity a card on the second would certainly be justifiable.

I just think if they charge on the second one (they are clearly not, and should be told, allowed to charge after the first) then this is sinical play. Yellow card to the offender for me. Fully justified and I can't see any complaints coming off the back of it

usual caveats - I'd expect a card after the 2nd charge on a warning not to do so. Its a deliberate breaking of the laws.
