Man, I always I find this the most confusing part of the game. Don't know why they don't just simplify all of it. The most interesting one to me is the case of a restart kick can result in either a GLDO or options to have a scrum or another restart kick, based on the timing how long the defending team waits to dot the ball down in the in-goal.Law 12.12 or use the USAR summary: In-goal permutations

I think you are mistaken on pretty much all of the above.I think that was introduced because previously when a kick-off or restart was kicked directly into the dead ball area the defending team used to prat around holding the ball waiting for an attacking player to get close before touching down, which was seen as negative play. To stop the practice they decided that if you delayed touching down you forfeited field position, a penalty made even worse when they changed from a 22DO which it used to be to a GLDO.

From a kick off or restart when the ball is kicked into the opposition ingoal and made dead immediately the restart was , and still is, a scrum on the half way line.
I presume you meant to say ingoal rather than dead ball.
I wouldn't say really harsh, since it's currently a GLDO (and previously was a 22m DO?...or my memory beseeches me?).If attacking team carries in but the try gets held up, going out to a 22m drop would be really harsh result for me.
