Is reffing around line outs becoming too lax?

The premiership were hot on this last season for about 3 weeks, now they don't bother.
Its the same old story, each season they give the Prem Ref's things to be hot on and they ping them for a short while, then they drop by the wayside.

Anyone remember long arm transfers, latchers going to ground with the ball carrier, I am sure you can add more?

Yes, exactly that. Leaving the lineout before the throw, and clearly not to swap places.

There was also a contested, very-not-straight throw-in a few minutes prior.

Because entertainment first I guess.

Watching my local club games* over this season just gone, you never see players taking the p!ss they way those two did - the refs won't stand for it.

*NOTE: Club games in this context means grass roots, not elite level. Our Club rugby is a few levels below elite.
 
At the first lineout in yesterday's Essex-Bordeaux match, ref Whitehouse called out UBB for doing this.
Interestingly, he only reset the lineout, explaining "I blew before the ball [was thrown]" - despite this being a free-kick offence, 5m from the line.
He gave no explicit warning that he would penalise from then on. I don't know if there were any examples later in the match.
 
Im glad someone has brought this up. It really vexes me. Ive pinged 2 teams recently for this, and they were bemused with my decision. I explained to the Captain that you cannot do that, its leaving the lineout and your off side. One took it and retreated for the pen, the other used the line " they do it on the TV"
Ive even seen them practice in the warm up, and i said you do that in the game your get penalized, i suppose to see if i would follow through.
