HIA - What value?

Gregor Townsend commenting upon Fin Russell's condition after Scotland v Ireland:

"He actually passed his HIA but our staff sensed he wasn't totally aware of what was going on"

Not sure what a HIA assesses but if the player is not totally aware of what was going on then that would appear to be a significant negative indicator for the player to continue safely.

Does it make the protocol a mockery?

I guess it's the same globally ie it's subjective and in the Dr's professional opinion....pretty similar to the rest of the game in that it's subject to referees opinion!

The way Townsend tells it, the medical staff gave the all clear - it was the coaching staff who (they say) noticed he was having trouble remembering plays etc and decided not to put him back on.
