one player raises his foot so high that he manages to kick an opponent in the face (!)
easy RC in rugby -- but in football doesn't even get a YC, as it was obviously accidental.

another player barges an opponent - direct shoulder to head contact.. again not seen as serious

Funny how different games end up with such different approaches to head-contact
 
Despite all the recent talk about older players and the increased risk of degenaritive brain conditions as a result of playing the game, it looks like football has yet to take head contact seriously. The Mbape incident was borderline farcical. On the other side of the coin though, kicks to the face and shoulder to head contact are much rarer in football than rugby and look at the trouble we have in getting buy in from the whole game for red cards for non-intentional contact.
 
Football aka soccer is in thrall to the club owners and players.

That's why nothing changes .
Look at ref abuse - pushing refs, screaming in their face etc. FIFA/EUFA/FA et al could stop it overnight (cards). But they CHOOSE not to. That's all you need to know to see where the power lies.
