Charge down team player infront

The offence as described wasn't in the in goal area but rather just short of the try line. Penalty at place of infringement - although often incorrectly moved to the five metre line in confusion with a penalty against the attacking team.

[LAWS] 21.2 (a) The kicker must take the penalty or free kick at the mark or anywhere behind it on a line through the mark. If the place for a penalty or free kick is within 5 metres of the opponents’ goal line, the mark for the kick is 5 metres from the goal line, opposite the place of infringement.[/LAWS]
 
A PK awarded within 5m of the OPPONENT's goal line is taken on the 5m line.
A PK awarded within 5m of YOUR OWN line is taken at the mark
A PK awarded in in-goal is taken on the 5m line.
 
Even though the elite guys get this "wrong" too :wink:

That said, a PK given somewhere between 99 and 95 meters from the opponents goal line isn't really going to make a great deal of difference, but it's just about being really accurate :wink:
