3.33 Tactically replaced players may return to play only when replacing: (d) A player who has just been injured as a result of foul play

Does this law allow a team who have used all 8 of their substitutions to bring back on a tactically replaced player or does it only allow a tactically replaced player to come on if they have use 7 or less substitutions?
 
I’ve always understood (d) as used only once all the subs have been (the exceptions being ans outlined in a, b, c, and e).

Not sure I can find a law of clarification to back it up though.
 
This is how I read it.

If we are using rolling replacements under 3.34 then 3.33 is irrelevant.

Those who go off injured cannot come back on - unless it is a temporary blood injury under 3.25 or a HIA under 3.37 which they then pass. But they have to come on as soon as they are permitted by the doctor.

Those who come on as temporary cover under 3.25 or 3.37 can return later.

3.33 applies to an uninjured payer on the bench who previously came off tactically, normally they could not return. But they can under any of the clauses of 3.33.

3.33 can be applied even if you have not used all your bench.
If you have used all the bench, 3.33 is the only way to bring on a new player.

Frankly, I find rolling replacements make much more sense.

Sense in ensuring we keep 15 v 15?

Sense in ensuring players are not pressurised to play when carrying a knock?

Sense in making it easier to manage replacements when officiating?

Sense in not having to worry if teams are pulling a fast one?

Sense in staying true to the spirit of the game?

In England, leagues up to National 1 use rolling subs.
There are under 20 games a week played under laws 3.24-3.33.

The game I'm questioning was played at Twickenham.

But I'm looking to understand because where I live almost all games are played with 23 person rosters without rolling subs.
